Should motorists caught on their mobile receive six penalty points?

According to Bernard Hogan-Howe, the Metropolitan Police Commissioner, road users caught using a mobile phone behind the wheel should "get six penalty points" on their license to discourage them from ignoring the law.

His comments follow concerns as an increasing number of drivers overlook the ban on using mobile phones whilst driving. Last month a survey from road safety charity Brake and Direct Line found an astonishing 48% chat on the phone whilst driving.

Under??his proposal, if a motorist was caught repeat offending within three years they would be face a ban, a deterrent the Commissioner believes will "change driving behaviour and improve safety".
